2009 Annual Disability Statistics Compendium

Annual publication of statistics on people with disabilities and government programs that serve the population with disabilities. The Rehabilitation Research and Training Center on Disability Statistics and Demographics compiled the data, which include statistics from federal sources and surveys on disability prevalence, population size, including break-downs by state and disability type, employment and earnings, education, health and health care coverage, rehabilitation, and participation in benefit programs. Eight Reports on Multisensory Programs for Students with Learning Disabilities

The What Works Clearinghouse (WWC) has released eight reports that review the research on Orton-Gillingham-based programs for students with learning disabilities. Orton-Gillingham teaching sessions are action oriented with auditory, visual, and kinesthetic elements reinforcing one another. The Clearinghouse's review of the research on Project Read Phonology, a multisensory language arts curriculum designed for use in a classroom or group setting, found this intervention to have no discernible effects on general reading achievement for students with learning disabilities. WWC also reviewed studies on seven other programs.

Enriched & Inspired: Service Pathways to College Success

Report from the American Association of Community Colleges' Project Reach, which looks at the efforts of 14 community colleges to involve students with disabilities in community service. Community service has been shown to help community college students with disabilities, as well as Veterans, succeed academically while contributing to their communities. Financial Responsibility for Students with Disabilities: A Special Case

A policy analysis addressing situations when students with disabilities are placed by a noneducational agency outside the boundaries of their district of residence. Examples of such placements include foster or group homes, correctional facilities or residential treatment programs. This link opens a PDF document.

GAO Report Finds Students with Disabilities Face Challenges in Participating in School Sports

The U.S. Government Accountability Office (GAO) has issued a report on the participation of students with disabilities in school athletics and physical education. The report found that students with disabilities participated in athletics at consistently lower rates than students without disabilities. Some schools or districts provide opportunities by partnering with community programs or offering athletics designed specifically for students with disabilities, such as wheelchair basketball. School officials also indicated a lack of information on ways to expand athletic opportunities, lack of clarity regarding schools' responsibilities and budget constraints as key challenges. The report makes recommendations on actions that the U.S. Department of Education should take to improve access to PE and extracurricular athletics to students with disabilities. Has Progress Been Made in Raising Achievement for Students with Disabilities?

This report by the Center on Education Policy (CEP) examines progress in raising achievement for students with disabilities, and describes the factors that make it difficult to clearly discern achievement trends among these students. Findings include that in both reading and math, more states showed gains than declines for this subgroup. The percentage of students with disabilities scoring at the advanced level increased in 25 of the 41 states with sufficient data and decreased in 11 states.

The Transition Toolkit combines the findings of current research on effective schooling, career preparatory experiences, youth development and youth leadership to help students with disabilities transition to work or higher education.

Processes & Challenges in Identifying Learning Disabilities among English Language Learner Students in Three New York State Districts

This study examines practices and challenges in the processes applied in three New York State districts in identifying learning disabilities among students who are English language learners. It identifies several challenges to the identification of learning disabilities in English language learner students, including difficulties with policy guidelines; different stakeholder views about timing for referral of English language learner students; insufficient knowledge among personnel involved in identification; and difficulties providing consistent, adequate services to English language learner students. RSA's Management Infomation System

The Department of Education's Rehabilitation Services Administration (RSA) oversees grant programs that help individuals with physical or mental disabilities to obtain employment and live more independently. RSA maintains this database of reports and other performance measures to provide state vocational rehabilitation (VR) agencies, disability advocates and VR consumers and service providers with information on the performance of the federal/state VR program.

Reading First & Special Education: Examples of State-Level Collaboration

This study describes the collaborative relationship between Reading First and special education in six states. Project Forum at the National Association of State Directors of Special Education (NASDSE) completed this study as part of its cooperative agreement with the U.S. Department of Education's Office of Special Education Programs (OSEP).

Statement from Secretary of Education on Common Core State Standards

U.S. Secretary of Education Arne Duncan has issued a statement on the release by the National Governors Association Center for Best Practices and the Council of Chief State School Officers of a set of state-led education standards known as the Common Core State Standards. The Standards represent a set of expectations for student knowledge and skills that high school graduates need to master to succeed in college and careers, and include information about the importance of challenging, and supporting, students with disabilities to excel within the general curriculum and be prepared for success in their post-school lives.

The Condition of Education 2010

The National Center for Education Statistics has released the Condition of Education 2010, a report summarizing important developments and trends in education using the latest available data. The report presents 49 indicators on the status and condition of education, in addition to a special section on high-poverty schools. Among the data reported relating to students with disabilities--95 percent of the children and youth who received services in 2007-08 were enrolled in regular schools, and 6.6 million children and youth, representing 13 percent of public school enrollment, received special education services. Of those who received these services, 39 percent did so for a specific learning disability. The entire report (429 pages) can be downloaded in PDF format.

U.S. Department of Education Makes Public State-by-State Restraint & Seclusion Information

The U.S. Department of Education has released a summary of state laws, regulations, policies and guidelines regarding the use of restraint and seclusion techniques in schools. This state-by-state summary is a result of U.S. Secretary of Education Arne Duncan's letter issued to Chief State School Officers on July 31, 2009, urging a review of current state policies and guidelines regarding the use of restraint and seclusion in schools. Universal Course Design to Increase Retention & Completion Rates of Community College Students with Disabilities

This project trains faculty who teach developmental courses how to integrate Universal Course Design (UCD) strategies into their courses. At the end of this project, 80 community college faculty will have universally designed over 240 developmental courses. As a result, approximately 3,200 students will be enrolled in universally designed courses, including approximately 1,660 students with disabilities.
