U.S. Department of Labor (DOL) Seeks Public Input to Strengthen Disability Regulations
DOL's Office of Federal Contract Compliance Programs wants input from the public on ways to strengthen its regulations requiring federal contractors to take affirmative action to hire and advance the employment of qualified individuals with disabilities. In an Advance Notice of Proposed Rulemaking the agency invites the public to help revise the regulations implementing Section 503 of the Rehabilitation Act of 1973. Input is requested on topics that include what employment practices have been successful in finding, hiring and advancing qualified individuals with disabilities, and what data is available that can be used to create hiring goals and determine their effectiveness. Comments can be submitted through the Federal eRulemaking Portal. Deadline for comments is September 21, 2010.
President Issues Executive Order to Increase Federal Employment of Individuals with Disabilities
During a July 26 ceremony on the South Lawn of the White House, President Barack Obama gathered with people with disabilities, advocates, lawmakers and federal officials to mark the 20th anniversary of the signing of the Americans with Disabilities Act. After his remarks, President Obama signed an Executive Order that will establish the Federal Government as a model employer of individuals with disabilities. The order directs several federal agencies to design model recruitment and hiring strategies for agencies seeking to increase their employment of people with disabilities, as well as mandatory training programs for both human resources personnel and hiring managers on the employment of individuals with disabilities.
U.S. Department of Labor (DOL) Releases New Study on Disability Program Navigator Initiative
DOL has released an evaluation study of the Disability Program Navigator Initiative titled Use of One-Stops by Social Security Disability Beneficiaries in Four States Implementing Disability Program Navigator Initiative. This study showed that the One-Stop Career Centers are serving a large share of individuals receiving Social Security disability benefits. The study was conducted in Colorado, Iowa, Maryland and Oregon. The report is available for download after registering online.
Institute for Community Inclusion (ICI) Seeking Nominations for Effective State Vocational Rehabilitation (VR) Practices
The ICI at the University of Massachussets Boston is conducting a study on effective state VR agency practices for managing outreach, service access and case flow to serve individuals with the most significant disabilities. The study is looking at practices for improving employment outcomes for individuals with mental illness and individuals with developmental disabilities. Nominate your state or another state agency or partner. This study, part of the Rehabilitation Research and Training Center on VR, will provide state VR agencies and their staff with concrete examples of effective practices that can help them better turn legislative mandates into practice and to improve employment outcomes.
Students of New Federal Project Graduate, Pursue Jobs at the U.S. Department of Labor (DOL)
Nine high school students with disabilities graduated from a new DOL work experience program. Project SEARCH - Federal Sector Program was founded by the Office of Disability Employment Policy and its project partners: Project SEARCH - Cincinnati, the District of Columbia (DC) Public Schools, the DC Rehabilitation Services Administration/Department on Disabilities Services and the Kennedy Institute of Catholic Charities, Diocese of Washington. Graduates received work experience in general office and computer skills as well as the general skills required in the world of work.

Notice Inviting Applications for New Awards to Fund Rehabilitation Research & Training Centers for Improved Employment of Individuals Who Are Blind or Visually Impaired
The U.S. Department of Education's Office of Special Education and Rehabilitation Services (OSERS) has announced new funding for Rehabilitation Research and Training Centers (RRTC) to increase employment outcomes for individuals who are blind or visually impaired. RRTCs improve the effectiveness of services authorized under the Rehabilitation Act through advanced research, training and technical assistance. These activities benefit rehabilitation service providers, persons with disabilities and their family members. Application deadline is August 20, 2010.

Society for Human Resource Management (SHRM): Making Recruiting & Hiring Websites Accessible for Everyone
This article from the Society for Human Resource Management (SHRM) reports that an estimated 15 to 20 percent of the U.S. population has a disability that might affect their ability to use technology. In order to tap into this large talent pool of potential employees, employers need to make sure that their entire recruitment process is accessible--including their job application and recruitment websites. In 2009 the U.S. Department of Labor's Office of Disability Employment Policy (ODEP) and SHRM signed an Alliance Agreement to work together to promote the employment of people with disabilities.

Nation's Top Military Leader Visits Job Accommodation Network (JAN)
As part of a three city tour, Admiral Mullen visited West Virginia University (WVU) and Morgantown, WV, on April 20, 2010. He was visiting WVU and Morgantown on a mission to promote successful reintegration of returning Veterans into communities across the country. Anne Hirsh, JAN Co-Director, served on a panel presided over by WVU President James P. Clements and Admiral Mullen. Ms. Hirsh provided an overview of JAN's services in support of the military. JAN is the leading source of free, expert and confidential technical assistance on workplace accommodations and disability employment issues.
Career Videos for America's Job Seekers Challenge
The U.S. Department of Labor (DOL) invites members of the public to produce and submit short (1 to 3 minute) videos focusing on the daily activities, necessary Knowledge, Skills and Abilities (KSAs), and career pathways of one of 15 occupations. Videos that receive the most votes in each occupational category will be awarded a $1,000 prize and the chance to be used on DOL sites. Read the instructions and frequently asked questions for more details. Deadline to submit a video is August 20, 2010.

The U.S. Department of Labor's Office of Disability Employment Policy has announced the official theme for October's National Disability Employment Awareness Month - Talent Has No Boundaries: Workforce Diversity INCLUDES Workers With Disabilities. U.S. Labor Department Releases New Online Tool to Help Employers Understand Responsibilities under Disability Nondiscrimination Laws
The new online Disability Nondiscrimination Law Advisor helps employers quickly and easily determine which federal disability nondiscrimination laws apply to their business or organization and their responsibilities under them. The law advisor asks users to answer a few questions to take into account variables such as the nature of an organization, staff size and whether the business or organization receives federal financial assistance. Based on responses provided, the law advisor generates a customized list of federal disability nondiscrimination laws that likely apply, along with easy-to-understand information about employers' responsibilities under each of them.

The National Council on Disability (NCD) is commemorating the 20th Anniversary of the Americans with Disabilities Act (ADA) with a policy summit and reception, ADA 1990-2010 Retrospective--Retrospective and Future Policy Directions, to be held from July 25-28, 2010 in Washington, DC. This is an invitation-only working meeting to develop recommendations to guide improvements in disability policy and programs for the next decade.

Recommendations have been tallied, and the top-rated sites in categories including general job boards, niche tools, career tools, career exploration tools and Web 2.0 (social networking) are now available.
National Council on Disability Calls for Government Leaders to Ensure Availability & Quality of Future Workforce Services for People with Disabilities
The National Council on Disability (NCD) has released a report entitled Workforce Infrastructure in Support of People with Disabilities: Matching Human Resources to Service Needs, calling for policymakers at all levels of government to proactively address current shortages and examine how labor market changes are driving both current and future supply. The report presents recommendations that call for partnerships among federal departments and agencies, their state counterparts, and the private sector, including organizations involved with education and training, health care and employment services. JAN's 2009-2010 Webcast Series
The Job Accommodation Network (JAN) will be holding three 1.5 hour Webcast sessions beginning the first week of December 2009. Find a Work Incentive Seminar Near You
The Social Security Administration (SSA) is hosting a series of free community events around the country for beneficiaries with disabilities and their families. These Work Incentive Seminar Events (WISE) are held by local organizations and can help people receiving Social Security disability benefits (SSDI or SSI) learn more about the Ticket to Work Program, connect with local training and employment resources, and explore opportunities to increase income. For more resources in your state go to Disability.gov's homepage and select your state from the drop-down menu under "Information by State."
