- Federal Hiring Event for People with Disabilities - April 26th

Last year President Obama announced several initiatives to increase the employment of people with disabilities in the federal workforce. In support of this goal, on April 26, 2010 the Office of Personnel Management (OPM) and the Department of Labor (DOL) Office of Disability Employment Policy, along with many other federal agencies, will host a day-long, invitation only Federal Hiring Event for People with Disabilities in Washington, DC. Representatives from federal agencies will be reviewing resumes prior to this event, and inviting prospective job candidates for interviews. Watch a captioned video about this event.
- Access Board Releases Draft Refresh of Section 508 Standards & Section 255 Guidelines

The Access Board has released a draft of updated requirements for information and communication technology (ICT) covered by Section 508 of the Rehabilitation Act and Section 255 of the Telecommunications Act. As part of this rulemaking, the Board proposes to supplement its ADA Accessibility Guidelines to include certain types of interactive transaction machines such as point-of-sales machines and self-service kiosks. Public comments are due by June 21, 2010. On April 1, 2010 the Board will conduct a webinar on the rule to review and explain changes.
- NIB Fellowship for Leadership Development Application Deadline Extended to April 20th

Applications for the Fellowship at National Industries for the Blind are now being accepted. The Fellowship for Leadership Development, sponsored by National Industries for the Blind (NIB), is a salaried, two-year program that combines business-focused, on-the-job experience with formal management training. - Census 2010 - Toolkit for Reaching People with Disabilities

- FCC Plan Details Actions for Connecting Consumers, Economy to Affordable High-Speed Internet

The Federal Communications Commission's (FCC) Connecting America: The National Broadband Plan lays out a plan to connect the nation to high-speed Internet service over the next decade. Currently, only 42 percent of people with disabilities use broadband at home. Among the plan's goals is to bring affordable broadband to rural communities, schools, libraries and the poor, elderly, racial and ethnic minorities and people with disabilities. Chapter 9 of the plan discusses the importance of affordable and accessible assistive technologies that will enable people with disabilities to benefit from high-speed Internet service.
- SSA Requests Comments on Determining Disability for People with Drug Addiction or Alcoholism

- Free Tax Return Preparation

The IRS Volunteer Income Tax Assistance Program (VITA) and the Tax Counseling for the Elderly (TCE) Program offer free tax help for taxpayers who qualify. Through these programs trained community volunteers help with special credits such as the Earned Income Tax Credit, Child Tax Credit and Credit for the Elderly or the Disabled. In addition to free tax return preparation assistance, most TCE locations also offer free electronic filing (e-filing). To locate the nearest VITA site, call 1-800-829-1040.
- Spread the Word to End the Word
On March 3rd join Special Olympics, Best Buddies International and their supporters in their ongoing efforts to raise awareness about the dehumanizing effects of the word "retard(ed)" and encourage people to pledge to stop using words that are hurtful and demeaning. - Wounded Warrior Web Site Upgraded

The Department of Defense (DoD) has announced that its National Resource Directory (NRD) Web site recently received a comprehensive system upgrade to provide users with easier access. This Web site compiles federal, state, local and non-profit resources for Wounded Warriors, Veterans, family members and caregivers in a single, searchable site. The site's new "bookmark and share" feature allows visitors to alert others to the resources they find most helpful through social bookmarking, Facebook, Twitter and other social networking tools. Visitors can also subscribe to Really Simple Syndication (RSS) or e-mail updates about new information that has been added to the site. The NRD is a collaborative effort among the Departments of Defense, Veterans Affairs (VA) and Labor (DOL).

- Individualized Education Program (IEP) Checklist iPhone Application for Parents & Teachers

The Parent Educational Advocacy Training Center (PEATC) has announced the development of an Individualized Education Program (IEP) Checklist iPhone application. The new IEP application helps parents of students with disabilities become better informed about by making IEP information easier to access. - SSA Expands Compassionate Allowance Conditions

The Social Security Administration (SSA) has announced that it is adding 38 more conditions to its list of Compassionate Allowances. The new conditions range from adult brain disorders to rare diseases that primarily affect children. Compassionate Allowances are a way of quickly identifying diseases and other medical conditions that clearly qualify for Social Security and Supplemental Security Income disability benefits. It allows the agency to electronically target and make speedy decisions for the most obviously disabled individuals.
- Justice & Mental Health Collaboration Program - FY 2010 Competitive Grant Announcement

Grant funds under this program may be used to plan, create, or expand programs that promote public safety and public health by providing appropriate services for system-involved individuals with mental illness or co-occurring mental health and substance abuse disorders. These grants also focus on training programs for criminal justice and mental health and substance abuse treatment personnel; law enforcement strategies to provide response options that are tailored to the needs of people with mental illnesses; and providing mental health co-occurring treatment and transitional services for those incarcerated or transitional reentry programs for those released from a correctional institution. - Proposed Draft Revisions to DSM Disorders & Criteria

As part of the development process for the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM-5), preliminary draft revisions to the current diagnostic criteria for psychiatric diagnoses are available for public review and comment until April 20, 2010. The draft disorders and disorder criteria that have been proposed by the DSM-5 Work Groups include recommendations that Asperger Syndrome become a subset of Autism Spectrum Disorders and that the category Mental Retardation be changed to Intellectual Disability.
- The United We Ride National Dialogue Final Report

In 2009 more than 3,500 stakeholders from all 50 U.S. states and the District of Columbia participated in the United We Ride National Dialogue. The National Dialogue asked the question, What ideas can improve access to affordable and reliable transportation for people with disabilities, older adults, and people with limited incomes? At the conclusion of the National Dialogue, an Independent Panel of Fellows of the National Academy of Public Administration identified emerging themes and key recommendations for the Federal Interagency Coordinating Council on Access and Mobility (CCAM). - Annual Multiple Perspectives on Access, Inclusion & Disability Conference: Future History

- Summer Institute for Blind College-bound Musicians

Provides information and referral services for visually impaired students of all ages, their parents and teachers, learning opportunities for blind students headed to college, and maintains a network of visually impaired musicians willing to share their expertise in Braille music, technology and coping strategies. The Resource Center is best known for its Summer Institute for Blind College-bound Musicians, a residential program which brings together students from several states, who are studying music at the college level.

The U.S. Department of Housing & Urban Development's (HUD) Office of Policy Development and Research has updated its comprehensive profile of subsidized housing in the United States. The Picture of Subsidized Households 2008 data set describes the nearly 5 million households living in HUD-subsidized housing. Characteristics of these households are summarized at the national, state, core-based statistical area, city, county, program, public housing agency (PHA), and census tract levels. The programs covered - public housing, Housing Choice Vouchers, Section 8 project-based housing, New Construction and Substantial Rehabilitation, and Section 202 and 811 Supportive Housing - provide subsidies that reduce rents for low-income tenants who meet eligibility requirements.

- White House Middle Class Task Force Proposes Initiatives to Help Caregivers

The Middle Class Task Force, chaired by Vice President Joe Biden, has unveiled a series of initiatives in the President's FY 11 budget to help families with soaring child care costs, balancing work with caring for elderly relatives or people with disabilities, paying for college, and saving for retirement. The nearly $103 million investment proposed by the Task Force will support more respite care, counseling, training, referrals and adult day care.
- Obama Administration Issues Rules Requiring Parity in Treatment of Mental, Substance Use Disorders

The Departments of Health and Human Services, Labor and the Treasury today jointly issued new rules providing parity for consumers enrolled in group health plans who need treatment for mental health or substance use disorders. The new rules prohibit group health insurance plans, typically offered by employers, from restricting access to care by limiting benefits and requiring higher patient costs than those that apply to general medical or surgical benefits. The rules implement the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA).

- DOJ Reaches Settlements under the ADA Regarding the Use of Electronic Book Readers

The U.S. Department of Justice (DOJ) has announced that it has reached agreements under the Americans with Disabilities Act (ADA) with Case Western Reserve University in Cleveland, Pace University in New York City and Reed College in Portland, OR, regarding the use in a classroom setting of the electronic book reader, the Kindle DX, a hand-held technological device that simulates the experience of reading a book. Under the agreements the universities generally will not purchase, recommend or promote use of the Kindle DX, or any other dedicated electronic book reader, unless the devices are fully accessible to students who are blind and have low vision.
- Job Bias Charges Approach Record High in Fiscal Year 2009

The U.S. Equal Employment Opportunity Commission (EEOC) has announced that 93,277 workplace discrimination charges were filed with EEOC during Fiscal Year (FY) 2009, the second highest level ever, and monetary relief obtained for victims totaled over $376 million. EEOC comprehensive enforcement and litigation statistics for FY 2009 provide more details on charges filed under the Americans with Disabilities Act of 1990 (ADA) and other statutes. The data also show that private sector job bias charges (which include those filed against state and local governments) alleging discrimination based on disability, religion and/or national origin hit record highs.
- Christine Griffin Appointed OPM Deputy Director

Christine M. Griffin has been confirmed and appointed to be Deputy Director of the U.S. Office of Personnel Management (OPM). As Deputy Director she will play a key role in shaping and managing the Federal government's 1.9 million employees. Ms. Griffin has been a strong advocate for women's rights and the rights of individuals with disabilities. In 2006, Ms. Griffin launched the LEAD Initiative - Leadership for the Employment of Americans with Disabilities - to address the significant under-employment of individuals with severe disabilities in the Federal government.
- FEMA & FCC Adopt Standards for Wireless Carriers to Receive and Deliver Emergency Alerts Via Mobile Devices
The Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) have announced the adoption of the design specifications for the development of a gateway interface that will enable wireless carriers to provide customers with timely and accurate emergency alerts and warnings via their cell phones and other mobile devices. The Federal Communications Commission (FCC) has announced the extension of the waivers of certain telecommunications relay services (TRS) mandatory minimum standards for Video Relay Service (VRS) and Internet Protocol (IP) Relay Service that were to expire on January 1, 2010. The Commission, in various orders, has waived several TRS mandatory minimum standards for VRS and IP Relay either because, as Internet-based services, it is not technologically feasible to meet the requirement or, in the case of VRS, because VRS is a video-based service and the communication is via sign language and not text. - Title II of Genetic Information Nondiscrimination Act Takes Effect

On November 21, 2009 Title II of the Genetic Information Nondiscrimination Act (GINA) took effect. GINA prohibits discrimination by health insurers and employers based on individuals' genetic information. Genetic information includes the results of genetic tests to determine whether someone is at increased risk of acquiring a condition (such as some forms of breast cancer) in the future, as well as a person's family medical history. The Center for Rebuilding Sustainable Communities after Disasters (CRSCAD) at the University of Massachusetts Boston is hosting this July 12-15, 2010 conference to bring together stakeholders from around the world to share information and develop strategies around some of the core issues concerning the place of the elderly and people with disabilities in local, regional, national and international post-disaster reconstruction policies, plans and programs. CRSCAD is also sponsoring an international student essay competition on the topic of the conference. The deadline for submitting materials for presentation and the Student Competition is January 30, 2010.

The Social Security Administration (SSA) has hosted a public hearing on Compassionate Allowances for people living with schizophrenia. SSA heard testimony from some of the nation's leading experts on schizophrenia about possible methods of identifying and implementing Compassionate Allowances for young adults with schizophrenia. "Schizophrenia is a devastating disease that affects more than two million Americans, primarily individuals in their teens and twenties," said Commissioner Astrue. "The onset of schizophrenia has life-changing consequences, which can include unemployment and homelessness."
- CMS Withdraws Proposed Rule on Medicaid Coverage for Rehabilitative Services

The Centers for Medicare & Medicaid Services (CMS) has withdrawn a proposed rule entitled Medicaid Program; Coverage for Rehabilitative Services (72 FR 45201) that was published in the Federal Register on August 13, 2007. This rule proposed to amend the definition of Medicaid rehabilitative services to include a requirement for a person-centered written rehabilitation plan and maintenance of case records. The notice of withdrawal of this proposed rule will be published in the Federal Register on November 23, 2009. Having a disability alone may not make someone at higher risk for complications from the H1N1 virus, but other factors may put people with certain disabilities at higher risk. People who have difficultly breathing (ventilator users and individuals with asthma and other respiratory conditions); individuals who have difficulty fighting infections or who are immunocompromised; and people of any age who have chronic health conditions such as heart disease, diabetes or sickle cell anemia, are at higher risk of acquiring the H1N1 infection. The U.S. Department of Labor's Office of Disability Employment Policy (ODEP) has launched ePolicyWorks - a collaborative, Web-based information-sharing initiative among national policymakers and stakeholders to address barriers to employment faced by people with disabilities. The Department of Veterans Affairs (VA) and the U.S. Olympic Committee (USOC) have signed a memorandum of understanding to provide Paralympic sport programming and additional community support to injured servicemembers and Veterans across the country. - VA Extends "Agent Orange" Benefits to More Veterans
Secretary of Veterans Affairs Eric K. Shinseki decided to establish a service-connection for Vietnam Veterans with three specific illnesses based on the latest evidence of an association with the herbicides referred to Agent Orange. The illnesses affected by the recent decision are B cell leukemias, such as hairy cell leukemia; Parkinson's disease; and ischemic heart disease. This decision means that Veterans who served in Vietnam during the war and who have a "presumed" illness don't have to prove an association between their illnesses and their military service. The report Crime Against People with Disabilities, 2007 has been released by the Justice Department's Bureau of Justice Statistics (BJS), Office of Justice Programs. In 2007 persons age 12 or older with disabilities experienced about 716,000 nonfatal violent crimes, including rape or sexual assault (47,000), robbery (79,000), aggravated assaults (114,000) and simple assaults (476,000). The Social Security Administration (SSA) has reported that for the first time since 1999 SSA has ended the year with fewer disability hearings pending than in the prior year. Social Security ended fiscal year (FY) 2009 with 722,822 hearings pending compared to 760,813 hearings pending at the start of the year, a reduction of more than 37,000 cases.
