  1. Summer Institute for Blind College-bound Musicians

    Provides information and referral services for visually impaired students of all ages, their parents and teachers, learning opportunities for blind students headed to college, and maintains a network of visually impaired musicians willing to share their expertise in Braille music, technology and coping strategies. The Resource Center is best known for its Summer Institute for Blind College-bound Musicians, a residential program which brings together students from several states, who are studying music at the college level.

  2. A Picture of Subsidized Households - 2008

    The U.S. Department of Housing & Urban Development's (HUD) Office of Policy Development and Research has updated its comprehensive profile of subsidized housing in the United States. The Picture of Subsidized Households 2008 data set describes the nearly 5 million households living in HUD-subsidized housing. Characteristics of these households are summarized at the national, state, core-based statistical area, city, county, program, public housing agency (PHA), and census tract levels. The programs covered - public housing, Housing Choice Vouchers, Section 8 project-based housing, New Construction and Substantial Rehabilitation, and Section 202 and 811 Supportive Housing - provide subsidies that reduce rents for low-income tenants who meet eligibility requirements.

  5. Free Tax Return Preparation

    The IRS Volunteer Income Tax Assistance Program (VITA) and the Tax Counseling for the Elderly (TCE) Program offer free tax help for taxpayers who qualify. Through these programs trained community volunteers help with special credits such as the Earned Income Tax Credit, Child Tax Credit and Credit for the Elderly or the Disabled. In addition to free tax return preparation assistance, most TCE locations also offer free electronic filing (e-filing). To locate the nearest VITA site, call 1-800-829-1040.

  6. Notice Inviting Applications for New Awards: Steppingstones of Technology Innovation for Children with Disabilities

    The Technology and Media Services for Individuals with Disabilities program is designed to improve results for children with disabilities by promoting the development, demonstration and use of technology; supporting classroom educational media services activities that are of educational value to children with disabilities; and providing support for captioning and video description that are appropriate for classroom settings. Eligible applicants include state educational agencies (SEAs); local educational agencies (LEAs); public charter schools that are LEAs under state law; private nonprofit organizations; Indian tribes or tribal organizations; and for-profit organizations. Application deadline is March 19, 2010.

  7. AoA Listening Forums on Older Americans Act (OAA) Reauthorization

    In 2011 Congress will consider reauthorization and amendments to the OAA. In preparation for this process, the Administration on Aging (AoA) is asking for input on the reauthorization through Listening Forums that will be held in Dallas, TX, Alexandria, VA and San Francisco, CA; OAA Reauthorization input events; and direct input through AoA's Web site or by mail.

  8. 2010 National Conference on Ending Family Homelessness

    The National Alliance to End Homelessness will hold its annual national conference, A Time to Lead, on February 11-12, 2010, in Los Angeles, CA. The event will look at ways to prevent homelessness, including intervening with families before they lose their housing; how the economy is creating more homelessness; and how new federal policies and resources can improve solutions to ending homelessness.   9. 2010 Changes in VA Benefits & Programs

    The Department of Veterans Affairs (VA) has announced changes to certain benefits and programs that take effect in 2010. These changes include a delay until June 30, 2010 in out-of-pocket payments for pharmaceuticals. This means the department will delay a scheduled $1.00 increase to $9.00, in the co-payments for each 30-day supply of medicine for the treatment of conditions not related to military service. During this period, VA will also keep $960 as the maximum, annual out-of-pocket payments for pharmaceuticals for non-service-related conditions.   13. White House Middle Class Task Force Proposes Initiatives to Help Caregivers

    The Middle Class Task Force, chaired by Vice President Joe Biden, has unveiled a series of initiatives in the President's FY 11 budget to help families with soaring child care costs, balancing work with caring for elderly relatives or people with disabilities, paying for college, and saving for retirement. The nearly $103 million investment proposed by the Task Force will support more respite care, counseling, training, referrals and adult day care.

  14. Obama Administration Issues Rules Requiring Parity in Treatment of Mental, Substance Use Disorders

    The Departments of Health and Human Services, Labor and the Treasury today jointly issued new rules providing parity for consumers enrolled in group health plans who need treatment for mental health or substance use disorders. The new rules prohibit group health insurance plans, typically offered by employers, from restricting access to care by limiting benefits and requiring higher patient costs than those that apply to general medical or surgical benefits. The rules implement the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA).

  15. 2010 EXCEL Conference

    The U.S. Equal Employment Opportunity Commission (EEOC) has scheduled its 2010 Examining Conflicts in Employment Laws (EXCEL) conference from July 12-15, 2010 in Orlando, FL. The EXCEL conference, considered the conference to attend for senior federal agency leaders, federal EEO and HR practitioners, and attorneys in the federal government, provides training on the laws and issues within the EEOC's purview.   16. National Council on Disability Calls for Government Leaders to Ensure Availability & Quality of Future Workforce Services for People with Disabilities

    The National Council on Disability (NCD) has released a report entitled Workforce Infrastructure in Support of People with Disabilities: Matching Human Resources to Service Needs, calling for policymakers at all levels of government to proactively address current shortages and examine how labor market changes are driving both current and future supply. The report presents recommendations that call for partnerships among federal departments and agencies, their state counterparts, and the private sector, including organizations involved with education and training, health care and employment services.   19. DOJ Reaches Settlements under the ADA Regarding the Use of Electronic Book Readers

    The U.S. Department of Justice (DOJ) has announced that it has reached agreements under the Americans with Disabilities Act (ADA) with Case Western Reserve University in Cleveland, Pace University in New York City and Reed College in Portland, OR, regarding the use in a classroom setting of the electronic book reader, the Kindle DX, a hand-held technological device that simulates the experience of reading a book. Under the agreements the universities generally will not purchase, recommend or promote use of the Kindle DX, or any other dedicated electronic book reader, unless the devices are fully accessible to students who are blind and have low vision.

  20. Job Bias Charges Approach Record High in Fiscal Year 2009

    The U.S. Equal Employment Opportunity Commission (EEOC) has announced that 93,277 workplace discrimination charges were filed with EEOC during Fiscal Year (FY) 2009, the second highest level ever, and monetary relief obtained for victims totaled over $376 million. EEOC comprehensive enforcement and litigation statistics for FY 2009 provide more details on charges filed under the Americans with Disabilities Act of 1990 (ADA) and other statutes. The data also show that private sector job bias charges (which include those filed against state and local governments) alleging discrimination based on disability, religion and/or national origin hit record highs.

  21. ODEP Announces Listening Sessions Schedule

    From January through March the U.S. Department of Labor's (DOL) Office of Disability Employment Policy (ODEP) and its federal partners will hold a series of six Listening Sessions in DOL regions across the country. These sessions will provide an opportunity for members of the public to provide input to senior federal officials on their ideas for more effective ways to employ women, Veterans and minorities with disabilities, and what is currently working in their communities to increase employment among people with disabilities.   22. Christine Griffin Appointed OPM Deputy Director

    Christine M. Griffin has been confirmed and appointed to be Deputy Director of the U.S. Office of Personnel Management (OPM). As Deputy Director she will play a key role in shaping and managing the Federal government's 1.9 million employees. Ms. Griffin has been a strong advocate for women's rights and the rights of individuals with disabilities. In 2006, Ms. Griffin launched the LEAD Initiative - Leadership for the Employment of Americans with Disabilities - to address the significant under-employment of individuals with severe disabilities in the Federal government.

  23. FEMA & FCC Adopt Standards for Wireless Carriers to Receive and Deliver Emergency Alerts Via Mobile Devices
    The Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) have announced the adoption of the design specifications for the development of a gateway interface that will enable wireless carriers to provide customers with timely and accurate emergency alerts and warnings via their cell phones and other mobile devices. To ensure that persons with disabilities who subscribe to wireless services receive these emergency alerts, the FCC adopted rules in 2008 that will require participating wireless carriers to transmit messages with both vibration cadence and audio attention signals.

  26. FCC Extends Waivers on TRS & Speech-to-Speech Services for Individuals with Hearing & Speech Disabilities

    The Federal Communications Commission (FCC) has announced the extension of the waivers of certain telecommunications relay services (TRS) mandatory minimum standards for Video Relay Service (VRS) and Internet Protocol (IP) Relay Service that were to expire on January 1, 2010. The Commission, in various orders, has waived several TRS mandatory minimum standards for VRS and IP Relay either because, as Internet-based services, it is not technologically feasible to meet the requirement or, in the case of VRS, because VRS is a video-based service and the communication is via sign language and not text.   35. Title II of Genetic Information Nondiscrimination Act Takes Effect

    On November 21, 2009 Title II of the Genetic Information Nondiscrimination Act (GINA) took effect. GINA prohibits discrimination by health insurers and employers based on individuals' genetic information. Genetic information includes the results of genetic tests to determine whether someone is at increased risk of acquiring a condition (such as some forms of breast cancer) in the future, as well as a person's family medical history.   39. International Conference on Rebuilding Sustainable Communities with the Elderly & Disabled People after Disasters

    The Center for Rebuilding Sustainable Communities after Disasters (CRSCAD) at the University of Massachusetts Boston is hosting this July 12-15, 2010 conference to bring together stakeholders from around the world to share information and develop strategies around some of the core issues concerning the place of the elderly and people with disabilities in local, regional, national and international post-disaster reconstruction policies, plans and programs.   40. Social Security Holds Disability Hearing on Compassionate Allowances and Schizophrenia

    The Social Security Administration (SSA) has hosted a public hearing on Compassionate Allowances for people living with schizophrenia. SSA heard testimony from some of the nation's leading experts on schizophrenia about possible methods of identifying and implementing Compassionate Allowances for young adults with schizophrenia. "Schizophrenia is a devastating disease that affects more than two million Americans, primarily individuals in their teens and twenties," said Commissioner Astrue. "The onset of schizophrenia has life-changing consequences, which can include unemployment and homelessness."

  41. CMS Withdraws Proposed Rule on Medicaid Coverage for Rehabilitative Services

    The Centers for Medicare & Medicaid Services (CMS) has withdrawn a proposed rule entitled Medicaid Program; Coverage for Rehabilitative Services (72 FR 45201) that was published in the Federal Register on August 13, 2007. This rule proposed to amend the definition of Medicaid rehabilitative services to include a requirement for a person-centered written rehabilitation plan and maintenance of case records. The notice of withdrawal of this proposed rule will be published in the Federal Register on November 23, 2009. Questions about the withdrawal notice should be directed to the CMS Office of Legislation.

    Having a disability alone may not make someone at higher risk for complications from the H1N1 virus, but other factors may put people with certain disabilities at higher risk. People who have difficultly breathing (ventilator users and individuals with asthma and other respiratory conditions); individuals who have difficulty fighting infections or who are immunocompromised; and people of any age who have chronic health conditions such as heart disease, diabetes or sickle cell anemia, are at higher risk of acquiring the H1N1 infection.     Remarks by President Barack Obama after signing the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act. This law closes the current gaps in federal law to also provide federal assistance in the cases of a hate crime committed against persons because of their gender, sexual orientation, gender identity or disability.   51. $2.6 Billion to States to Help Low-Income Households with Energy Costs

    The Department of Health & Human Services (HHS) has announced the release of more than $2.6 billion to states to help low income citizens with their heating bills this year. These funds are grants to states, tribes and territories under the Low Income Home Energy Assistance Program (LIHEAP). Energy assistance is important to all that receive it, but especially for the elderly, children and people with disabilities.   54. VA Extends "Agent Orange" Benefits to More Veterans
    Secretary of Veterans Affairs Eric K. Shinseki decided to establish a service-connection for Vietnam Veterans with three specific illnesses based on the latest evidence of an association with the herbicides referred to Agent Orange. The illnesses affected by the recent decision are B cell leukemias, such as hairy cell leukemia; Parkinson's disease; and ischemic heart disease. This decision means that Veterans who served in Vietnam during the war and who have a "presumed" illness don't have to prove an association between their illnesses and their military service. This simplifies and speeds up the application process for benefits.

  58. First National Study on Crime Against Persons with Disabilities

    The report Crime Against People with Disabilities, 2007 has been released by the Justice Department's Bureau of Justice Statistics (BJS), Office of Justice Programs. In 2007 persons age 12 or older with disabilities experienced about 716,000 nonfatal violent crimes, including rape or sexual assault (47,000), robbery (79,000), aggravated assaults (114,000) and simple assaults (476,000).   59. Social Security Hearings Backlog Down for First Time in Decade

    The Social Security Administration (SSA) has reported that for the first time since 1999 SSA has ended the year with fewer disability hearings pending than in the prior year. Social Security ended fiscal year (FY) 2009 with 722,822 hearings pending compared to 760,813 hearings pending at the start of the year, a reduction of more than 37,000 cases.     The Social Security Administration (SSA) has entered into an agreement with Microsoft to test the use of Microsoft's HealthVault application in the disability process. HealthVault is a free online service that enables people to gather, store and manage their families' health information, and share that information with their physicians and healthcare providers. These personal health records contain the same types of information that Social Security generally obtains from people applying for disability benefits.

    The U.S. Equal Employment Opportunity Commission (EEOC) has filed a discrimination lawsuit against national retailer Target Stores, Inc. for unlawfully denying a reasonable accommodation to an employee with multiple disability-based impairments and substantially reducing his work hours due to the medical conditions. The worker could not effectively communicate with others without the assistance of a job coach because of his cerebral palsy and intellectual disability.

  84. HHS Issues Rule Requiring Individuals Be Notified of Breaches of Their Health Information

    New regulations have been issued by the U.S. Department of Health & Human Services (HHS) requiring health care providers, health plans and other entities covered by the Health Insurance Portability & Accountability Act (HIPAA) to notify individuals when their health information is breached. The regulations require health care providers and other HIPAA covered entities to promptly notify affected individuals of a breach in the privacy of their records, as well as the HHS Secretary and the media in cases where a breach affects more than 500 individuals.
